Remembering the rich and complex history of ANZAC Park established in 1916, the Save ANZAC Park campaign of November 2010 - April 2011, that the park is a war memorial park and a green space for everyone -  it would be highly inappropriate for any individuals, groups, organised groups, politicians, or political parties to use ANZAC Park or the ANZAC spirit for political purposes or ambitions. However, the park is there for gatherings and for everyone to use, enjoy and respect.

Northern Link Tunnel Project, renamed Legacy Way, opened in June 2015

This blog was written by Ms Deanne Morrison a local of Toowong, Brisbane, Queensland.

I was one of the locals who ran the well-known and successful SAVE ANZAC PARK campaign from November 2010 - April 2011.

ANZAC Park, Wool Street, Toowong/Dean Street, Toowong/Mt Coot-tha Road, Mt Coot-tha was proposed and was intended to be used as a temporary carpark for the workers of the Northern Link Tunnel Project, renamed Legacy Way. Locals strongly objected to our war memorial park and green space being turned into a temporary car park.

I was the Legacy Way Community Liaison Group Member representing Friends of ANZAC Park Toowong (FAPT). Friends of ANZAC Park was an unincorporated group of locals which was established some years before the SAVE ANZAC PARK campaign. I resigned from this position in December 2012 and passed it over to another local. Legacy Way was opened in June 2015.

I moved to Brisbane, Queensland, in 1993 from New South Wales, and then to Toowong in 2007.

ANZAC Park was established in 1916 and named ANZAC Park on 25 July 1916. An Avenue of Honour was begun in 1917 and the remnants of the original rows of trees of different species and the palms which were added later, remain.

There is also Toowong Memorial Park, Sylvan Road, Toowong.

Transcity invites you to HAVE YOUR SAY – Western Connection Urban Design

Transcity and BCC invite you to participate in providing feedback. From early 2015 Transcity will reinstate/improve the areas impacted by the construction of Legacy Way at the western connection here in Toowong.

The five key areas are:

1.    Brisbane Botanic Gardens Landscape Plan.

2.    Extension of the shared user path on the southern side of Mt Coot-tha Road.

3.    Ada Street Car Park (Also known as Ada Park Car Park, Botanic Gardens Overflow Car Park).

4.    Dean and Miskin Street shared user path network (BCC said that there will be no impact on ANZAC Park).

5.    Vegetation along the Western Freeway.
There will be two community information sessions:

Annabell begins tunnelling today

Annabell, Joyce and Saint Barbara. For the religious and spiritual amongst us, the project was blessed before tunnelling began and an image of Saint Barbara placed at the entrance to the tunnel.

Friends of ANZAC Park wish all a safe journey through the Legacy Way tunnel project.

The tunnel boring machines have been named to acknowledge war heroes. "Annabell" is named after Annabell MacKinney, the daughter of the late Lance Corporal Jared MacKinney who was killed in action in Afghanistan in 2010. "Joyce" is named after Joyce Tweddell, a nurse during World War II, a prisoner of war in Sumatra for three years and afterwards, Queensland’s chief radiographer.

Tunnelling started today!

Tunnelling on Legacy Way has started, following the launch of the first tunnel boring machine (TBM), Annabell, today. Annabell will excavate the westbound tunnel. The second TBM, Joyce, which is being assembled on site, will start excavation of the eastbound tunnel in approximately three months.

The TBMs will operate 24 hours a day, seven days a week. The rock and dirt (spoil) excavated by the TBMs will be transported via an underground conveyor to the Mt Coot-tha Quarry. Transcity’s environment team will undertake ongoing noise, vibration and ground movement monitoring, during tunnelling on Legacy Way.

With the start of tunnelling, support activities at the western worksite will also start including operation of the onsite grout plant, TBM workshop, water treatment plant, ventilation fans, and spoil conveyor. These activities will occur while the TBMs are in operation. Lighting will be required on the western worksite to ensure the safety of onsite workers. Spreading and levelling of spoil in the quarry will occur during the quarry’s existing hours of operation.

Transcity community bbq lunch in ANZAC Park enjoyed by all

Last Saturday, 4 August, Transcity hosted a free community bbq lunch in ANZAC Park to thank locals for our ongoing patience and cooperation during the construction of Legacy Way. A very enjoyable event featuring a gourmet bbq lunch, drinks and dessert, a jazz band, face-painting and craft activities for children, lucky door prizes, excellent coffee, a wildlife presentation by GECKOES, glorious weather and free yo-yos for all!

Such an event is exactly what should be happening in ANZAC Park on a weekend, so Transcity is very welcome to host a bbq and jazz in our park whenever they would like to over the next few years while Legacy Way is constructed :)

Transcity will be delivering a number of community events throughout the construction period at both the western end and the eastern end of the tunnel project. Last November Transcity hosted a free outdoor family movie in the Botanic Gardens, Mt Coot-tha.

Transcity's ACCIONA brings the exhibition "Portrait of Spain: Masterpieces from the Prado" to Queensland Art Gallery

ACCIONA, one of Spain’s largest corporations and part of the Transcity consortium, formed by ACCIONA (Spain), BMD Constructions (Australia) and Ghella (Italy) have sponsored the exhibition “Portrait of Spain: Masterpieces of the Prado”. (a) Prior to the commencement of operation of the environmentally relevant activity (ERA), prepare and implement an Operational Air Quality Environmental Management Plan to mitigate and manage the potential impacts on air quality arising from the operation of the tunnel ventilation system.

(b) The ventilation system must be designed so that it does not prevent the possible future installation of filtration equipment to remove small particles and possibly oxides of nitrogen from vitiated air before it is released to the ambient environment during tunnel operation.


(c) The western ventilation outlet for the project is to be situated adjacent to the Centenary Motorway at the location indicated in the EIS1, and must be at least 20 metres in height above natural ground level in that location, or no less than RL 67metres, whichever is the higher.

Legacy Way Workforce Parking Proposal - Lower Sir Samual Griffith Drive - Comment Period


Friends of ANZAC Park supports the below proposal. In fact this solution to the parking issue was suggested by us in our submission dated 24 November 2010 to the Co-ordinator General in relation to the Project.


Brisbane City Council is inviting community input on a proposal to use the lower section of Sir Samuel Griffith Drive, adjacent to Scenic Drive, for temporary workforce parking on Legacy Way. Please find attached a notification about the proposal.


Transcity, the contractor building Legacy Way, requires additional car parking for its workforce over the next two years, as construction activities continue. Under the proposal, the lower section of Sir Samuel Griffith Drive will close temporarily, for approximately two years, to through traffic and cyclists. This section of the road will be converted to one central lane with 150 car spaces to be line-marked on the existing road surface. It is important to note that access to and from the Brisbane Lookout at Mt Coot-tha, via Scenic Drive, will not change and will be maintained at all times.


The comment period for the parking proposal runs from Monday 2 July to Tuesday 17 July 2012. Members of Council's Legacy Way project team are available to meet throughout this period. To have your say, find out information or to arrange a meeting with the team, you can:

Final stages of water main relocation works

Transcity is in the final stages of work required to relocate a water main located under the Western Freeway at Toowong. The water main relocation is required to enable the excavation of Legacy Way’s entrance and exit lanes.

Transcity will connect the new pipe to the existing water network over one continues weekend shift from 8pm Friday 15 June to 8pm Sunday 17 June.

May 2012 Legacy Way water discharge pipe installation within ANZAC Park, Toowong

Transcity has planned this work in an effort to minimise impacts to Anzac Park and to pedestrians and cyclists.

The work to install the pipe will be undertaken from early May for approximately four weeks. During this time, the work will be undertaken in 60 metre sections, which will be backfilled or covered each day.

Work being undertaken in the vicinity of the bikepath has been planned to only occur between 8.30am-4.00pm to ensure minimal impact to cycling commuters. As the work is predominantly adjacent to the bike and pedestrian paths, it is very unlikely that a cyclist will be required to dismount. Although a dismount is not likely, we have included this in the notification to ensure we have communicated a ‘worst case scenario’. Should such an occasion occur, Traffic Control officers will aim to give priority to cyclists where possible.

"This beautiful hilly green expanse incorporating, ponds, playgrounds and a dog exercise area was established in 1916 by local solicitor Walter Harding and as such is thought to have been the world's first official Anzac Park. Remnants of its original Avenue of Honour – a sacred row of palms and memorial trees which at the time were inscribed with metal commemorative plates - have recently been discovered, with plans now afoot to restore this important historical feature."

On 5 April 2012 it was one year since 'WE SAVED ANZAC PARK' - 5 April 2011 was the day BCC announced that they would no longer be 'pursuing' ANZAC Park as the site for the Legacy Way construction workforce car park.

Water main relocation, Toowong update two - April 2012

Transcity is undertaking work to relocate a water main located under the Western Freeway at Toowong. The water main relocation is required to enable the excavation of Legacy Way’s entrance and exit lanes.

Transcity started this activity in February and is on track for work to be complete in June 2012. With stage one complete, Transcity will begin stage two of the water main relocation from April.

Stage two involves installing the new pipe underneath the Western Freeway and the bike path at Toowong.

This work will be undertaken in two continuous weekend shifts:

  • 8pm Friday 13 April to 5am Monday 16 April
  • 8pm Friday 20 April to 5am Monday 23 April.
 What to expect:

  • Use of lighting towers, flashing lights and white noise reversing beepers for the safety of on-site workers.
  • Noise from the use of heavy machinery and equipment.
  • Realignment of Western Freeway around the work. There will be no closure or detour of traffic during this work.
  • Full closure of a section of the bikeway between Anzac Park and Moggill Road between 9pm Friday 20 April and 4am Monday 23 April 2012. The Western Freeway pedestrian/cyclist overpass will not be affected by these works.
  • Signage and traffic control to direct motorists, pedestrians and cyclists around the work as required.
  • Water supply will not be affected by this work.

LEGACY WAY - lndependent Community Liaison Representative (ICLR)

About the lndependent Community Liaison Representative

The Coordinator-General's conditions of approval for the Legacy Way Project (Appendix 2, Parl 2, Section 9) require Brisbane City Council to appoint an lndependent Community Liaison Representative (ICLR) to:
  • act as an independent observer of the project, including the community consultation program
  • be directly available to the community
  • the greatest extent, resolve community complaints not resolved by the project's complaints process.
When to contact the ICLR

Talk to the Transcity project team first to try to genuinely resolve your issue or concern - to contact them phone 1800 778 772. Make sure you tell Transcity what you want to happen. Do you want a response to a call or an email, feedback on a suggestion, a change to the way things are being done, a different decision, or an explanation or apology?

Contact the ICLR if you believe Transcity has not:
  • been sufficiently responsive to your issue or concern
  • satisfactorily resolved your issue or concern.
 To help the ICLR understand your issue, you will need to provide:
  • your name, address, telephone and an email address if available
  • a concise statement about the circumstances that led to the issue, outlining who was involved, what happened and why you are dissatisfied
  • steps you have taken to resolve the issue and the result
  • copies of any relevant paper work
  • the result you are seeking.
lf you have supplied any of this information to Transcity, with your permission, the ICLR can access it for you. Any information you provide to the ICLR may also be given to Brisbane City Council and/or Transcity.

What the IGLR can do

The ICLR will make an assessment of your issue, usually within 24 hours, and consider how to move forward. ln most cases the ICLR will need to talk to Transcity for clarification and to obtain information.

ln some cases, the ICLR will talk to the independent Environmental Management Representative (EMR) to obtain specific environmental information.

ln some cases, if both parties agree, the ICLR may facilitate mediation, which is an informal dispute settlement process run by the ICLR, a trained mediator, who will bring the relevant parties together to work towards a resolution.

lf it appears Transcity has not complied with the Coordinator-General's conditions of approval or the approved Communication and Community Engagement Plan, the ICLR will immediately liaise with the EMR, Transcity and Council and, if needed, make recommendations to Council and/or Transcity.

Legacy Way Community Liaison Groups (CLG)

The ICLR works with Transcity to facilitate the project's CLGs.

The ICLR's responsibilities include:
  • chairing CLG meetings
  • preparing meeting agendas, with input from CLG members
  • reviewing meeting minutes before they are distributed to CLG members and posted on the project's website.
